The Directorate of Fire & Emergency Services, Government of Goa, has added yet another milestone to its illustrious journey as its Director, Nitin Vassudev Raiker, has been awarded a Doctor of Philosophy (Ph.D.) in Sociology by NIILM University. His research provides valuable insights into the evolving role of technology in strengthening disaster preparedness and response in the State of Goa.
A Study That Brings Community & Technology Together
Dr. Raiker’s research, “Sociological Impact of ICT on Disaster Management in the State of Goa,” is a comprehensive study involving feedback from over 1,000 respondents, including local residents, tourists, businesses, and government officials.
The study explores how Goans receive, trust, and act upon information during emergencies. It further examines the influence of ICT tools mobile alerts, warning systems, digital apps and their role in improving communication during disasters.
Key Findings
- Digital reach is increasing, but gaps remain in rural and vulnerable communities with limited access to mobile networks and internet services.
- People rely more on local, trusted channels panchayats, community leaders, and neighbourhood networks – for reliable disaster-related information.
- There is a pressing need for stronger two-way communication, empowering citizens to report emergencies in real time.
- Despite high awareness, many citizens lack proper training or readiness to respond during disaster situations.
Recommendations for a Safer Goa
Dr. Raiker’s research outlines practical strategies for strengthening the State’s disaster management framework:
- Enhancing internet and communication infrastructure across all regions.
- Delivering disaster alerts in local languages, especially Konkani and Marathi.
- Scaling up citizen awareness programmes and community-level training.
- Implementing systems that support real-time feedback and emergency reporting.
- Fostering deeper trust between government agencies and citizens through transparent communication.
A Vision for a Disaster-Resilient Goa
This research reinforces that technology alone is not enough. Sustainable disaster management depends on public participation, trust, and awareness, combined with efficient and inclusive systems. The findings offer valuable guidance for Goa’s Disaster Management Cell, paving the way for more resilient and community-driven emergency preparedness initiatives.
