The Role of Mobile Digital CCTV Recording:

Guildford Borough Council in Surrey has embraced mobile digital CCTV recording technology to address a range of streetscene-related crimes, including fly-tipping, dog fouling, and anti-social behavior. Three patrol vehicles, including two connect vans and one larger transit van, have been outfitted with the PatrolVu system from Traffic Safety Systems (TSS), marking a significant advancement in the council’s enforcement capabilities.

Key Features of the PatrolVu System:

The PatrolVu system features a comprehensive array of cameras strategically positioned to capture critical footage. These include a roof-mounted 360Ëš pan, tilt, and zoom camera, a forward-facing camera, and a camera capable of capturing images of individuals disposing of litter inappropriately. Additionally, one of the vehicles incorporates a covert rearward facing pinhole camera, enhancing its surveillance capabilities.

Applications Across Different Departments:

The council’s fleet of patrol vehicles serves various departments, each with its unique focus and objectives. For instance, a connect van operated on behalf of Surrey Police and the council primarily targets environmental enforcement, while another connect van is utilized for estate and tenancy management. Additionally, a transit van assigned to the dog warden’s unit focuses on addressing issues related to stray and dangerous dogs, as well as dog fouling.

Impact on Environmental Enforcement:

Gary Kirk, the council’s environmental enforcement officer, underscores the importance of utilizing technology to combat “enviro crime.” Through a combination of education, deterrent measures, and enforcement actions, the council aims to keep the streets, roads, parks, and countryside free of illegally dumped waste and litter. The deployment of mobile CCTV technology has significantly enhanced the council’s ability to identify and apprehend offenders, particularly in cases involving commercial vehicles negligently discharging their loads.
